100% P&T Disability Benefits in Louisiana
Louisiana fully exempts the homesteads of 100% P&T and unemployability-rated veterans from ad valorem property tax.
What 100% Permanent and Total Means
A 100% P&T rating is two findings in one. Total means your combined service-connected rating is 100%. Permanent means the VA does not expect your conditions to improve, which protects you from routine re-examinations under 38 CFR 3.327 and unlocks dependent benefits that a plain 100% schedular rating does not. Permanent total disability in Louisiana works the same way it does everywhere: the rating itself is federal, while the state adds its own layer on top.
Eligibility Snapshot
- A combined service-connected rating of 100%, or compensation paid at the 100% rate through Total Disability based on Individual Unemployability (TDIU)
- A VA determination that the disability is permanent (static, no future exams scheduled)
- Proof: your VA Benefit Summary Letter from VA.gov, which states whether you are considered totally and permanently disabled
- For Louisiana state programs: state residency plus each program's own filing requirements (covered below)

Monthly Compensation

Healthcare
Priority Group 1 VA healthcare with no copays for care or prescriptions. Because your rating is P&T, your spouse and dependent children qualify for CHAMPVA coverage, and you keep commissary and exchange access.
Dependents and More
Chapter 35 (DEA) pays your spouse and children a monthly stipend for school or training. You are also exempt from the VA home loan funding fee, eligible for federal student loan discharge (TPD), and protected from routine re-exams.

Full Ad Valorem Property Tax Exemption
Veterans rated 100% disabled, 100% unemployable, or totally disabled receive a full ad valorem (property) tax exemption on their homestead (certain municipal-level assessments may still apply in some areas). Obtain Form A25 certification from your Louisiana Department of Veterans Affairs parish office, then file with your parish assessor.

Confirm your P&T status
Download your VA Benefit Summary Letter at VA.gov. It must show your 100% rating and state that you are considered totally and permanently disabled. Most state programs require this letter.

Gather your documents
Typical requirements: DD-214, the Benefit Summary Letter, proof of residency and home ownership (deed or tax bill), and a state or county application form for each program.

Apply through the Louisiana Department of Veterans Affairs
Start at the official state site: www.vetaffairs.la.gov. Property tax programs are usually filed with your county assessor or local tax office using the forms named above, so note each program's filing deadline.

Apply for federal add-ons
File for CHAMPVA and Chapter 35 through VA.gov if you have dependents, and request your VA funding fee exemption if you use a VA home loan. Our housing and money guide covers these in detail.

Keep records and re-verify annually
Some states renew exemptions automatically; others require annual re-filing. Calendar the deadline for each program and keep copies of every submission.
