100% P&T Disability Benefits in Kansas

Kansas uses a refund-based system (K-40SVR) rather than an upfront exemption, with income and home value limits. Plan for the cash flow difference.

What 100% Permanent and Total Means

A 100% P&T rating is two findings in one. Total means your combined service-connected rating is 100%. Permanent means the VA does not expect your conditions to improve, which protects you from routine re-examinations under 38 CFR 3.327 and unlocks dependent benefits that a plain 100% schedular rating does not. Permanent total disability in Kansas works the same way it does everywhere: the rating itself is federal, while the state adds its own layer on top.

  • A VA determination that the disability is permanent (static, no future exams scheduled)

Monthly Compensation

Healthcare

Priority Group 1 VA healthcare with no copays for care or prescriptions. Because your rating is P&T, your spouse and dependent children qualify for CHAMPVA coverage, and you keep commissary and exchange access.

Dependents and More

Chapter 35 (DEA) pays your spouse and children a monthly stipend for school or training. You are also exempt from the VA home loan funding fee, eligible for federal student loan discharge (TPD), and protected from routine re-exams.

Kansas Benefits for 100% P&T Veterans

Kansas has no upfront property tax exemption for 100% P&T veterans. The K-40SVR refund is income-limited and based on tax increases over a base year.

Property Tax Relief Claim (K-40SVR)

Disabled veterans rated 50% or higher can claim a refund of property tax increases above their base year through Form K-40SVR. For 2025, household income must be $58,041 or less and the home's appraised value $350,000 or less. You pay taxes in full, then file between January 1 and April 15 for the refund. Kansas does not offer an upfront full exemption.

How to Apply in Kansas

    Confirm your P&T status

    Download your VA Benefit Summary Letter at VA.gov. It must show your 100% rating and state that you are considered totally and permanently disabled. Most state programs require this letter.

    Gather your documents

    Typical requirements: DD-214, the Benefit Summary Letter, proof of residency and home ownership (deed or tax bill), and a state or county application form for each program.

    Apply through the Kansas Commission on Veterans Affairs Office

    Start at the official state site: kcva.ks.gov. Property tax programs are usually filed with your county assessor or local tax office using the forms named above, so note each program's filing deadline.

    Apply for federal add-ons

    Keep records and re-verify annually

    Some states renew exemptions automatically; others require annual re-filing. Calendar the deadline for each program and keep copies of every submission.
