100% P&T Disability Benefits in Delaware

Delaware credits 100% of school district property taxes for 100% P&T veterans who meet a three-year residency requirement.

What 100% Permanent and Total Means

A 100% P&T rating is two findings in one. Total means your combined service-connected rating is 100%. Permanent means the VA does not expect your conditions to improve, which protects you from routine re-examinations under 38 CFR 3.327 and unlocks dependent benefits that a plain 100% schedular rating does not. Permanent total disability in Delaware works the same way it does everywhere: the rating itself is federal, while the state adds its own layer on top.

Eligibility Snapshot

  • A combined service-connected rating of 100%, or compensation paid at the 100% rate through Total Disability based on Individual Unemployability (TDIU)
  • A VA determination that the disability is permanent (static, no future exams scheduled)
  • Proof: your VA Benefit Summary Letter from VA.gov, which states whether you are considered totally and permanently disabled
  • For Delaware state programs: state residency plus each program's own filing requirements (covered below)

Federal Benefits at 100% P&T

Monthly Compensation

The 2026 rate is $3,938.58/month for a veteran alone, $4,158.17 with a spouse, and $4,318.99 with a spouse and one child. All of it is tax-free at both the federal and state level. See the full table on our 2026 VA pay rates page.

Healthcare

Priority Group 1 VA healthcare with no copays for care or prescriptions. Because your rating is P&T, your spouse and dependent children qualify for CHAMPVA coverage, and you keep commissary and exchange access.

Dependents and More

Chapter 35 (DEA) pays your spouse and children a monthly stipend for school or training. You are also exempt from the VA home loan funding fee, eligible for federal student loan discharge (TPD), and protected from routine re-exams.

These federal benefits follow you to any state. What changes when you move is the state layer below.

Delaware Benefits for 100% P&T Veterans

The credit covers school district taxes only (often the largest share of a Delaware property tax bill), not county or municipal taxes, and requires three years of Delaware domicile.

Disabled Veterans School Property Tax Credit

Veterans receiving 100% disability compensation for a service-connected permanent and total disability get a credit against 100% of non-vocational school district property taxes on their primary residence. Requires Delaware residency for the three preceding years. Apply with your county by April 30; once enrolled, no annual re-application is needed.

How to Apply in Delaware

  1. 1

    Confirm your P&T status

Download your VA Benefit Summary Letter at VA.gov. It must show your 100% rating and state that you are considered totally and permanently disabled. Most state programs require this letter.

  2. 2

    Gather your documents

Typical requirements: DD-214, the Benefit Summary Letter, proof of residency and home ownership (deed or tax bill), and a state or county application form for each program.

  3. 3

Apply through the Delaware Commission of Veterans Affairs

Start at the official state site: vets.delaware.gov. Property tax programs are usually filed with your county assessor or local tax office using the forms named above, so note each program's filing deadline.

  4. 4

    Apply for federal add-ons

File for CHAMPVA and Chapter 35 through VA.gov if you have dependents, and request your VA funding fee exemption if you use a VA home loan. Our housing and money guide covers these in detail.

  5. 5

    Keep records and re-verify annually

Some states renew exemptions automatically; others require annual re-filing. Calendar the deadline for each program and keep copies of every submission.

Not at 100% P&T Yet? Find Out Where Your Claim Stands

If you are rated below 100%, or rated 100% without the permanent designation, the gap between where you are and where you could be is usually an evidence problem. Our free Claim Readiness Check walks you through the same questions a rater asks and shows you what to fix before you file.
